What is it?
The City of Reading Certificate of Property Transfer is required for the sale/transfer of property for every residential, commercial, or mixed use property in the City of Reading. It is different than a Certificate of Transfer from other municipalities because it is not an inspection of the property, there is no cost, and a request for the Certificate of Transfer should be submitted when the property is listed not when it’s under contract. The Certificate of Transfer includes the legal number of units, approved uses according to zoning and historic district status.
How do I order one?
Either you or the Seller must complete a Certificate of Transfer Application when the property is listed. The form is available in Dropbox (Go to Forms, Listing Forms, ROR Forms or click on the hyperlink). The new version of this form will be available in Zipforms library in the near future. It can be physically taken to the Property Maintenance office in City Hall Room 1-30 or you can email the completed and signed application to: Kristine Potts, Property Maintenance Specialist at [email protected]
What happens after I submit the application?
The City of Reading confirms the proper Zoning, proper registration, and checking for illegal rental units. Property Maintenance will issue a Certificate of Transfer within 5-7 business days. In addition to the issued Certificate of Transfer, Property Maintenance will include in their packet the quality of life descriptions, Certificate of Transfer simplified explanation, housing ordinance simplified explanation and rental housing application.
The Seller or Listing Agent must give the Buyer a copy of the Certificate of Transfer Property Packet. Upload to Trend along with the SDS, Lead Based Paint Disclosure, etc.
$150 fee if Seller does not apply for the Certificate of Transfer.
Anything Else I need to know?
YES! There IS a municipal inspection in addition to the Certificate of Transfer; however, the City of Reading is unique in that it is commonly the responsibility of the BUYER. If the Seller has NOT completed the City of Reading Health & Safety Inspection, the Buyer will automatically be scheduled by the City of Reading after settlement. The Buyer is responsible for the $150 application fee, any necessary repairs, and any subsequent reinspection fees. IF the Seller decides to complete the Health & Safety Inspection, the Seller will be responsible for repairs in the time frame provided by the City’s inspector and any subsequent reinspection fees. Completing the inspection and repairs is a fantastic enhancement for marketing the property!!
